§1What this business is

HDPE granules are melted in an extruder and turned into film that is cut into stretched tapes (raffia). Circular looms weave the tapes into tube-shaped fabric, which is printed, cut and stitched into sacks and tested for strength. Buyers are makers and traders of cement, fertiliser, food grain, sugar, chemicals and plastic granules. Unlike a unit that only prints and stitches bought fabric, this plant makes its own fabric.

Capacity: 225 tonnes of sacks a year.

§2Is it right for you?

Who it is for

Someone with plastics-processing experience and contacts with cement, fertiliser or grain buyers.

Who it is not for

A first-time founder with small capital or no assured bulk buyer.

Advantages

  • Cement, fertiliser, grain and chemical makers need sacks all year
  • Making your own fabric keeps more of the value than only stitching bought rolls
  • An in-house printing machine lets you take branded orders
  • One plant serves many industries

Drawbacks

  • ₹90 lakh and a 100 kW connection — a big start
  • HDPE granule prices follow crude oil
  • A crowded, price-driven trade with thin margins
  • Plastic packaging rules add paperwork (EPR registration)

Skills you need

  • Running an extruder and tape line
  • Loom upkeep
  • Quality testing (weight, tensile strength)
  • Bulk selling and tenders

Why difficulty 4/5: Big capital, heavy power load and a price-driven bulk market.

§3Market

Who buys

  • Cement and fertiliser companies
  • Food-grain, sugar and flour traders and mills
  • Chemical and plastic-granule makers

How it sells

  • Direct supply contracts with factories
  • Packaging traders and agents

Good to know

  • The NSIC profile prints no market or price data.
  • Part of food-grain and sugar packing is reserved for jute bags under the jute packaging law, so check which buyers can use plastic sacks.

§5Licences & registration

  1. Udyam registration
  2. GST
  3. State Pollution Control Board consent
  4. Registration as a plastic packaging producer on the CPCB EPR portal (Plastic Waste Management Rules)
  5. Factory licence
  6. BIS certification where a buyer or a Quality Control Order requires it

We can do this registration for you

§6Schemes & subsidies

Too big for PMEGP (₹50 lakh limit) and MUDRA (₹20 lakh); CGTMSE backs a loan without collateral and Stand-Up India gives SC/ST and women founders loans up to ₹1 crore.

§7Money

How the investment is worked out: NSIC profile: machinery and equipment plus working capital for 3 months (raw material, utilities and salary) = ₹90 lakh, printed as one figure. Land and building are not included.

Working capital: Three months of working capital (raw material, utilities and salary) is inside the ₹90 lakh; the profile does not print it separately.

Year not printed on the NSIC profile — check current machinery prices.

§8Export potential

Confirm the HS code in the DGFT ITC(HS) lookup before you export

6305.33Sacks and bags for packing goods, of polyethylene or polypropylene strip or the like

Export council / board: PLEXCONCIL (Plastics Export Promotion Council)

  • Confirm the 8-digit ITC(HS) line with DGFT or your customs broker before shipping.
  • You need an Import Export Code (IEC) from DGFT before the first shipment.

§9Risks — where people fail

  • Polymer price swings
  • Large buyers paying late
  • Jute packaging rules that reserve part of food-grain and sugar packing for jute bags
  • Power cuts stopping the extruder mid-run

§1030 / 60 / 90-day plan

A general plan that applies to any business. A plan for this business will be added after research.

  1. Days 1–30: Visit a working hdpe woven sack plant (extrusion to stitching) unit, ask 10 buyers about price and quantity, and get quotations from 3 suppliers.
  2. Days 31–60: Udyam and the licences you need (Udyam registration, GST), a project report (DPR), and the scheme or loan file.
  3. Days 61–90: Space and machines, trial production, and first deliveries to 10 customers.
