§1How big it is
India has been the world's second-largest crude steel producer since 2018; its share of global crude steel output rose from 5.2% in 2014 to 7.9% in 2024
PIB backgrounder (Ministry of Steel): India's Steel Sector Advances Towards Self-Reliance (5 May 2026)Crude steel production was 168.4 million tonnes in 2025-26, up from 88.98 MT in 2014-15
PIB backgrounder (Ministry of Steel): India's Steel Sector Advances Towards Self-Reliance (5 May 2026)Finished steel consumption rose from 77 MT in 2014-15 to 163.7 MT in 2025-26
PIB backgrounder (Ministry of Steel): India's Steel Sector Advances Towards Self-Reliance (5 May 2026)Specialty steel PLI: Rs 23,022 crore investment, 2.4 MT output and over 13,000 new jobs
PIB backgrounder (Ministry of Steel): India's Steel Sector Advances Towards Self-Reliance (5 May 2026)National target: 500 MT steel production capacity by 2047; net-zero emission intensity by 2070

§2Ways to get started
- Steel fabrication and structural work for local construction
- TMT / wire stockist and cut-and-bend service
- Steel furniture, racks and almirahs
- Scrap aggregation for induction furnaces
- Forging or casting job-work for auto and engineering firms
§3Hubs and clusters
§4Licences and registration
- BIS licence under the Steel and Steel Products (Quality Control) Order for covered products
- Factory Licence and boiler registration where applicable
- Electricity HT connection / captive power approval
- Udyam Registration (MSME) - free, online, PAN + Aadhaar based
- GST registration (mandatory above turnover threshold or for inter-state supply)
- Shops & Establishments registration or Factory Licence (Factories Act) depending on set-up
- State Pollution Control Board Consent to Establish / Operate per CPCB 2025 Red/Orange/Green/White/Blue category (White exempt)
- IEC - Importer Exporter Code from DGFT (only if importing or exporting)
§5Regulators
- Ministry of Steel
- BIS - Steel Quality Control Orders (most steel products need a BIS licence)
- State Pollution Control Board (steel plants are Red category)
- Ministry of Mines / state DGM for captive ore
§6Government help
- PLI Scheme for Specialty Steel (Ministry of Steel)
- Green steel taxonomy and certification (Ministry of Steel)
- Steel Import Monitoring System (SIMS) - import registration
- Cross-sector schemes: Udyam-linked MSME benefits, PMEGP, CGTMSE credit guarantee, Stand-Up India, Startup India (DPIIT recognition), RoDTEP / duty drawback and Export Promotion Mission for exporters
§7For exports
- EEPC India (engineering exports incl. steel products)
- DGFT
§8Pros and cons
Merits
- Demand is broad-based: finished steel consumption more than doubled in a decade [PIB Steel 2026]
- Policy target of 500 MT capacity by 2047 implies long-run demand for suppliers and services [PIB Steel 2026]
- Downstream fabrication can start small and serve local construction
Demerits
- Primary steelmaking is very capital-intensive and Red-category for pollution
- Raw material (iron ore, coking coal, scrap) prices are volatile and partly imported
- BIS Quality Control Orders apply to most products - compliance cost for small mills
- Decarbonisation (green steel) will raise future compliance and technology costs
