  • Startups registered in Assam or with 50%+ Assam workforce, holding My Assam Startup ID (MASI)

Useful if

Incorporated tech or product startups based in Assam.

Do not spend time on it if

Traditional small businesses and proprietorship firms.

§2Eligibility

  1. DPIIT-recognised startup, or an entity meeting all of: incorporated not more than 7 years ago (10 years for biotech); turnover not above ₹50 crore in any preceding year; registered in Assam or at least 50% of qualified workforce from Assam (excluding contract staff); not an extension of family business or split/reconstruction of existing business
  2. Entity: Pvt Ltd, Public Ltd, OPC or LLP
  3. Must obtain MASI on the Assam Startup Portal before claiming any incentive
  4. Woman/ST/SC/Divyang-led: 51% ownership at registration, at least 33% after funding rounds, and at least 33% board votes
  5. Same benefit can be taken under only one state policy

§3Benefits

  • Idea2POC grant up to ₹10 lakh (one time)
  • Piloting grant up to ₹25 lakh
  • Scale-up grant up to ₹50 lakh
  • Patent cost 100% reimbursed, max ₹1 lakh domestic / ₹5 lakh international, after grant
  • Sustenance allowance ₹20,000/month for 1 year (+₹5,000/month for Woman/ST/SC/Divyang-led)
  • SGST on sale of goods reimbursed for 3 years, max ₹5 lakh/year
  • Lease rental 50% for 3 years, max ₹5 lakh
  • Marketing support 50%, max ₹2 lakh (within 1 year of operations)
  • 50% concession on lease premium, maintenance and ground rent for 3 years in department facilities; 6 months free space at Assam Startup - The Nest

§4Norms — pattern of assistance

  1. 10% of startups getting fiscal incentives reserved for Woman/ST/SC/Divyang-led; 10% for priority sectors (AgriTech, IT/ITES & AI, TravelTech, FoodTech, GreenTech)
  2. Quantum recommended by PIC sub-committee, approved by High Level Committee
  3. First come first served within the year's budget

Merits

  • Stage-wise grants up to ₹10 lakh, ₹25 lakh and ₹50 lakh are among the larger state startup grants (policy para 3.1)
  • Monthly sustenance allowance helps founders in year one

Demerits

  • Proprietorships and partnerships are not 'entities' under the policy
  • Payouts are subject to annual budget and first-come-first-served
  • Document list and operational guidelines not published with the policy
