Goa Start-up Policy 2025

1. Start-up certified by SITPC with valid certificate; directors' bank accounts Aadhaar-linked.
2. 2021 definition (likely carried over - 2025 text — see the official guideline.): up to 10 years from incorporation, turnover up to Rs 100 crore, private limited / registered partnership / LLP, not formed by splitting an existing business.
3. Local start-up: at least 50% equity held by Goans since inception; Goan = born in Goa, 10+ years domicile, or spouse via marriage registered in Goa.
4. Only digitally paid expenditure within policy validity is reimbursed (non-digital as per SITPC guidelines).
5. Women stipend: women-founded start-ups at ideation/prototype/validation/early traction in emerging tech (AI, IoT, drones etc.).

• Seed capital: one-time grant up to Rs 10 lakh for an MVP (100 start-ups/yr).
• Salary: 50% of freshers' salary up to Rs 15,000/month for up to 3 years (max 25 employees); 25% of salary for start-ups with 60% local staff up to Rs 25 lakh/yr for 3 years.
• Women Entrepreneur Vitality: Rs 20,000 per month for 12 months (max 50 per year).
• R&D: 50% of R&D expenses up to Rs 5 lakh/yr for 2 years (salary part max Rs 2 lakh) - local start-ups.
• IPR: 100% of fees, up to Rs 2 lakh national / Rs 5 lakh international; trademark: 50% up to Rs 25,000.
• Operational expenses: up to Rs 1 lakh per quarter (internet, software, cloud) for 1 year, or lease subsidy Rs 20/sq ft/month up to Rs 3 lakh/yr for 2 years (local start-ups).
• Co-working 50% up to Rs 3,000/seat (2 yrs); incubator up to Rs 5,000/seat (1 yr); accelerator up to Rs 6,000/seat (3 months); max 8 seats.

1. Benefits subject to SITPC approval and annual beneficiary caps; not an entitlement.
2. Women stipend: decision within 60 days; payment ideally within 60 days of approval.
