§1What this business is

A steel cage is wound on a cage-winding machine and placed in a pipe mould. The mould turns on a spinning machine while concrete is fed in; spinning packs the concrete and drives out water. Pipes stay in the mould for 24 hours, then cure in water tanks and are tested for hydrostatic pressure, three-edge bearing and absorption. Buyers are mostly contractors for public health, PWD, irrigation, highway and municipal works.

Capacity: Samadhan report: 20,000 running metres a year of pipes from 100 mm to 600 mm diameter in 2-metre lengths.

§2Is it right for you?

Who it is for

Someone with links to civil contractors and government works departments in the district.

Who it is not for

Someone who cannot wait months for payments or lacks yard space.

Advantages

  • Steady demand from drainage, sewer, culvert and irrigation works
  • Pipes up to 1,000 mm are an MSME-friendly product
  • Simple raw materials: cement, sand, aggregate, steel
  • Concrete pipes last for decades, so buyers trust them

Drawbacks

  • Most buyers are government contractors who pay late
  • Heavy, bulky product — transport limits the market to nearby districts
  • Needs yard space for curing and storage
  • Quality must pass IS 458 tests

Skills you need

  • Concrete mix and curing
  • Cage winding and moulding
  • IS 458 testing
  • Tender and contractor dealings

Why difficulty 3/5: The process is known and simple, but working capital and government-contractor payments are the hard part.

§3Market

Who buys

  • Public Health Engineering and Public Works departments
  • Irrigation, agriculture and forest departments
  • National Highways and municipal corporations
  • Panchayats and approved civil contractors

How it sells

  • Supply to contractors executing government works
  • Government tenders
  • Private builders and farms

Good to know

  • The Samadhan report says most buyers are approved civil contractors working for government departments and PSUs.
  • Government focus on rural irrigation and water supply is pushing demand up, according to the report.

§6Schemes & subsidies

The KVIC profiles were written for PMEGP; CGTMSE covers collateral-free loans; MUDRA fits the smaller KVIC-size unit.

§7Money

How the investment is worked out: KVIC PMEGP profile: equipment ₹11.56 L + working capital ₹6.40 L = ₹17.96 L (land own, no shed cost). KVIC REGP profile: work shed ₹48,000 + equipment ₹12.11 L + working capital ₹5.50 L = ₹18.09 L. Samadhan report: building & civil work ₹25.00 L + plant & machinery ₹25.45 L + furniture ₹2.88 L + working capital ₹22.22 L = ₹75.55 L.

Working capital: KVIC PMEGP: ₹6.40 L. Samadhan: ₹22.22 L (bank ₹20.00 L) — government contractors pay slowly, so debtors are large.

  • Confirm the 8-digit ITC(HS) line with DGFT or your customs broker before shipping.

§9Risks — where people fail

  • Late payments from contractors
  • Cement and steel price swings
  • Failed pressure or load tests
  • Seasonal and budget-linked demand
