§7Pros and cons

Merits

  • PIB (Feb 2026): mobile phone imports fell nearly 77% since FY2020-21 and over 99% of domestic demand is now met by local production.
  • Domestic-company track had lower thresholds (₹200 crore investment over 4 years) than the global track.

Demerits

  • Even the domestic track needed ₹100 crore+ base-year revenue and ₹200 crore investment — out of reach for small firms (MeitY guidelines).
  • Applicant ceilings (5/5/10) meant only a handful of firms could be selected.
  • PLI pays only on incremental sales over a base year, so a new or small firm with no base-year sales or below the thresholds gets nothing (scheme design, PIB 2026).
