What it is
Nitrogen fertiliser made from ammonia and CO2. Technical-grade urea is also an industrial raw material for resins, adhesives, plywood glue and AUS 32 (DEF).

Where imports come from
Production 306.67 lakh tonnes in 2024-25 against an installed capacity of 283.74 lakh tonnes per year (PIB, Mar 2026); India still imports urea to meet demand.
Rules before you buy or sell
- Subsidised agricultural urea is only for farming. Using or diverting it for industry is an offence under the Fertiliser (Control) Order, 1985 and the Essential Commodities Act. Industries must buy technical-grade urea.
- Diesel exhaust fluid AUS 32 made from urea is under a BIS QCO (IS 17042 Part 1).
- Check the import policy of your exact 8-digit ITC(HS) code on the DGFT website before you import.
Storage and handling
Store bags dry and covered, on pallets; urea absorbs moisture and cakes.
