Units with mostly non-Goan staff.

§2Eligibility

  1. White, green or orange category MSME or large unit, or approved hinterland eco-tourism unit.
  2. Minimum 60% Goan manpower in regular employment.
  3. Goan = born in Goa / 10-year residence proof / government documents.
  4. Eligible employee gross salary above Rs 8,000 a month.
  5. Units on CMRY or IT Department schemes not eligible.

§3Benefits

  • MSMEs / eco-tourism: up to 50% of wages of Goan staff, max Rs 7,000 per employee per month, max Rs 25 lakh a year.
  • Large units: up to 25% of wages, max Rs 7,000 per employee per month, max Rs 50 lakh a year.
  • Up to 7 years.

§4Norms — pattern of assistance

  1. Proportional to Goan share; full rate at 80% or more Goan employees.
  2. Budget-dependent; no estoppel if funds run out.
