§8Why do business here — and why not

Merits

  • Group-3 thrust micro units can get 45% FCI subsidy in a single instalment (Reference Guide p.17).
  • Services get Net SGST for 10 years up to 150% of FCI (p.20).
  • Startup Policy 2025-30 gives 75% interest subsidy for 5 years and a Rs 50 crore credit risk fund for collateral-free loans up to Rs 1 crore (Startup Policy 6(3)-(4)).
  • New Export Policy (Sep 2026) pays 75% of ECGC premium for first-time exporters and Rs 10,000 per TEU via in-state ICDs (Export Policy 7(1)).

Demerits

  • Domicile rule: 100% unskilled, 70% skilled and 40% managerial permanent staff must be state domiciles; contractor staff do not count (clause 5.12, definition 21).
  • Net SGST reimbursement covers only end products consumed inside Chhattisgarh (definition 22) - weak for exporters to other states.
  • Large-unit FCI subsidy is spread over 8-10 annual instalments (p.22).
  • Exports are concentrated: rice is 55.14% and Raipur district 67.55% of state exports (Export Policy para 5).
