§8Why do business here — and why not

Merits

  • Many MSME schemes cover trading and services too, e.g. KELS and OFOE give 4% effective loans up to Rs 10 lakh (scheme pages).
  • Policy 2023 lists 22 priority sectors with sector-specific support and a PLI top-up of 20% of FCI up to Rs 1 crore (Policy 2023, Incentives table).
  • Policy text says Kerala moved from 28th to 15th in Ease of Doing Business ranking (Policy 2023 intro para 3).
  • Startup ladder from Rs 3 lakh idea grant to Rs 25 lakh scale-up seed fund (KSUM).

Demerits

  • Policy itself names land shortage (Western Ghats, coastal, forest, wetland laws) as the main problem for industry (Policy 2023 intro para 7).
  • ESS, the main capital subsidy, excludes all service enterprises and pays mostly after production (ESS guidelines).
  • Industrial Policy 2023 has no fixed end date and its 45% MSME capital subsidy is not matched by the ESS rates printed on the scheme page (15-25%, max Rs 40 lakh) - founders should confirm which applies.
  • Export Promotion Policy GO is a scanned image; KSIDC page still labels it draft/2023.
