Merits

- Start-up Policy 2025 offers Rs 10 lakh seed grant and Rs 20,000/month for women founders.
Demerits
- IGIPP 2022 is largely enabling ('may offer'); its PLI and other incentives await separate notifications.
- The 2017 umbrella scheme text printed validity to 30 Sep 2022, yet sub-schemes are still listed - founders cannot tell if new claims are allowed.
- Most schemes require 60% Goan employees or Goan ownership.
- Exclusions: projects in khazan lands, paddy fields, CRZ and many red-category industries (IGIPP 2022).
